The Kaiser was cruel, but he had yet to cross the line and enter the oblivion of becoming evil. His plan called not for destruction or of death, but rather for control and order. If lives were lost in the struggle, so be it; the ends would justify the means. But to say that the Kaiser was corrupt or diabolical was to lie.

Daisuke didn't understand such subtleties.

Daisuke saw that Ken caused pain and thus came to the conclusion that Ken was bad and needed to be stopped. Daisuke wanted to be The Hero and to do so, he needed to have The Villain.

There were other reasons involved, naturally. Even Daisuke wasn't so one-sided. But when it was boiled down, it became as simple as a game of chess: one side against the other.
